Ohio State Board of Cosmetology

Like a handful of other states, Ohio regulates barbering and cosmetology through one consolidated board rather than two separate agencies. The Ohio State Cosmetology and Barber Board licenses and disciplines barbers, cosmetologists, and the "branches of cosmetology" — estheticians, hair designers, manicurists, and natural hair stylists — along with instructors in each discipline, salons, barbershops, independent contractors, tanning facilities, and schools across the state.

The board relocated its office and examination center from Grove City to 5025 Bradenton Avenue, Suite 130, Dublin, OH 43017, beginning in January 2026, and board meetings moved to the Vern Riffe State Office Tower in downtown Columbus starting in May 2026. Ohio does not offer in-person licensing service at the board office — applications, renewals, license verification, and complaints are all handled through the eLicense Ohio online portal.

General questions can also be submitted through the contact form at cos.ohio.gov, and the board maintains a public staff directory listing direct lines for inspections, examinations, continuing education, and renewals for licensees who need a specific department.

Ohio's personal licenses fall into two families with different training-hour minimums and renewal calendars: Barbering (1,000 core hours) and Cosmetology and its branches — Esthetics (600 hours), Hair Design (1,000 hours), Manicuring (200 hours), and Natural Hair Styling (450 hours). The board also issues Instructor licenses for each family, plus Salon, Barbershop, Independent Contractor, Tanning Facility, and School licenses for businesses. Personal licenses renew every two years on a fixed statewide date rather than a birthday, and renewal requires four hours of continuing education.

Ohio runs two separate renewal calendars. Barbers and barber instructors renew every two years by August 31 of even-numbered years (2026, 2028, and so on). Cosmetologists, the branches of cosmetology — Esthetics, Hair Design, Manicuring, and Natural Hair Styling — cosmetology-side instructors, and boutique service registrants renew every two years by January 31 of odd-numbered years (2025, 2027, and so on).

Renewal is a two-step process and continuing education comes first. Licensees must complete four hours of CE — three hours of Infection Control & Safety and one hour of Board Laws & Rules — with completion reported to CE Broker by the course provider. The online renewal application in eLicense will not let a licensee finish submitting until CE Broker shows those hours on file, so CE has to be completed before, not during, the renewal filing.

Once CE is confirmed, the licensee logs in to their eLicense Ohio account, completes the renewal application, and pays the required fee. There is no in-person or mail-in renewal option. Licensees who have held an Ohio license for 30 or more years, who are 65 or older by the relevant cutoff date, or who are renewing for the first time in that cycle are exempt from the CE requirement, but the renewal fee is still due regardless of the exemption.

Missing the August 31 or January 31 deadline triggers a $45 late fee. A license that lapses further moves into escrow or reinstatement status, which carries its own fees — for barbers, reinstatement runs $110 as a base plus a $45 lapsed-renewal fee for each year the license went unrenewed. The Ohio State Cosmetology and Barber Board investigates complaints involving safety violations, infection control lapses, and licensing issues connected to licensed or unlicensed barbers, cosmetologists, salons, barbershops, and schools operating in Ohio. It does not handle general consumer-transaction disputes unrelated to licensing law — those go to the Ohio Attorney General's Consumer Protection Section instead.

Complaints can be filed online through the eLicense Ohio portal or by calling the board's toll-free complaint line at 800-686-5780. Callers are asked to leave sufficient detail about the incident in their message so the board can act on it. The board's website notes that complaint information, including the complainant's name and contact details, may be subject to release under the Ohio Public Records Act, so confidentiality is not guaranteed once a case moves to investigation.

After a complaint is received, board inspectors and administrative staff review it and may open a complaint inspection or formal investigation. Outcomes range from no action to fines, license discipline, or referral for further enforcement, depending on what the investigation finds.
